Sustainable Procurement - Joining The Gaps
Overview
There is no agency currently looking holistically at sustainable procurement pan London. The government has made it clear that there is an expectation for public sector organisations to drive forward the sustainable procurement agenda and have published the National Procurement Action Plan requiring all public authorities to reach specific levels by 2009.
There is no clear understanding of London’s current position against standards, or the commitment / capacity from individual boroughs. With the backdrop of the City Mayors launching a green purchasing club and the huge potential driven by the Olympics there is a real opportunity to join up the sustainable procurement agenda pan London; to influence the market to be innovative in its development of more sustainable services and commodities where markets are immature and learn from best practice transworld.
The project has been led by GLA, with a project board comprising the following organisations; TfL, Camden, Haringey, Redbridge, Waltham Forest, LDA, Islington, Hackney, and Croydon.
Objectives of Project
The overall objective of the project was to carry out a gap analysis to establish London’s position against the Flexible Framework with a view to highlighting good practice and identifying the major barriers to implementation. Specific objectives of the project were:
To produce an implementation map to show who has: policy; member lead; any key collaborative projects; networks which are in operation; organisations mapped onto the Flexible Framework; and quantifiable benefits and cashable savings that have arisen from sustainable procurement activity
To set up 5 boroughs in a project to aggregate/collaborate on spend/PQQs etc
To identify gaps in knowledge, tools or skills to implement the Flexible Framework
To develop a pan London draft action plan to meet the goals of the SPTF against the flexible framework.
