London Wide Asphalts Specification Project (LB Lambeth)
On 1 January 2008, the existing British Standards for asphalts will be replaced by new European Standards. This automatically renders all existing contract specifications obsolete and requires all providers of road surfacings to prepare for the new situation.
This creates an opportunity for London to rationalise the multiplicity of materials specified across 33 boroughs and Transport for London (TfL) and to enable the industry to concentrate on producing larger quantities of a smaller range of materials selected to meet the needs of London. This is Gershon in practice - by concentrating production on a smaller range of materials, the supply industry will be able to drive up quality and drive down prices.
The project was set up by the London Technical Advisers' Group (Lotag) HMSG, LB Lambeth, TFL and some individual London Boroughs and was funded by London Centre of Excellence.
The Project Board procured Jacobs as the Project Consultant. A questionnaire survey was carried out across London boroughs to identify the full current range of materials in use. A series of workshops took place across London to match the needs of the highway authorities and the capabilities of the supply industry.
This project is now concluded and the final output of the project is an asphalt specification tailored to the needs of all highway authorities in London, which is now available to all boroughs.
The word version of section 7, 8, and 9 of this document (London Asphalt Specification Appendix 7_1) has been issued as a separate document and can be issued to the boroughs to amend and update in accordance to the requirements of the individual boroughs.
