Before undertaking feasibility studies in regard to a Council’s Office Accommodation Strategy, there are a number of key questions that need to be considered.

Primarily, the level at which options are being assessed must be determined. If there are a wide number of options available, creating a ‘long-list’ of options, it is recommended that a high level strategic options assessment be undertaken to create a ‘short-list’ of remaining options.

The diagram above highlights the differing levels at which options appraisals take place, and works on the basis that the closer to the centre the greater the detail required to complete the feasibility study.

It is this shortlist that is then taken forward to a detailed feasibility study and options appraisal process. Guidance in reducing a 'long-list' of options to a 'short-list' can be found in HM Treasury's 'GreenBook'.

This toolkit aims to detail the in-depth feasibility testing required in determining a preferred option from the 'short-list'.
