Moving Towards a Sustainable Highways Contract

The project team assisted Croydon Council to increase the sustainability of their Highways Minor Works, primarily by updating the Schedule of Rates to include materials, products, equipment and operations that can demonstrate environmental benefits, in particular:

  • increased recycled content
  • reduced transport distances
  • whole life considerations
  • reduced energy use and CO2 emissions
  • waste reduction
  • reducing impact on the community i.e. noise & disruption

Tendering Toolkit Available!

Local Authority Working Group
Representatives from highways' departments of several London Boroughs have met to collaborate on implementing sustainability into Croydon’s Minor Highway Works contract.  The group is providing guidance on procurement strategies, PQQ questions and tender evaluation criteria. 

DTI/DEFRA Forward Commitment Procurement
The primary focus of updating the Schedule of Rates for the contract led to a partnership with the DTI/DEFRA Forward Commitment Procurement (FCP) project and the Highways Market Engagement exercise.  Forward Commitment Procurement is a pioneering approach, taking forward one of the recommendations of the Sustainable Procurement Task Force. Run through DTI’s Environmental Innovations Advisory Group (EIAG), the FCP aims to demonstrate how to harness public sector procurement to create much needed innovative solutions for pressing environmental issues.
