Attached is a framework agreement lead by the Procurement Agency for Essex (PAE) for refuse collection vehicles.  This agreement offers great value for money (prices are regularly benchmarked).  The agreement has already been subjected to a rigorous and EU compliant tendering process and is available for use by any public sector organisation.
