About us

The London Centre of Excellence recently merged with London's improvement body, Capital Ambition, and London Connects - to form London's Improvement and Efficiency Partnership. It retains the name Capital Ambition and is part of London Councils.

Previously, London Councils hosted the LCE, working closely with the London Borough of Hammersmith & Fulham and the City of Westminster. There was an agreed governance structure comprising representatives from the host and lead support boroughs (see Management Board).

The role of the LCE covered the thirty two London boroughs, the Corporation of London and the Greater London Authority (GLA). The latter includes the London Fire & Emergency Planning Authority (LFEPA), Transport for London (TfL), Metropolitan Police Authority (MPA) (as opposed to the Service) and the London Development Agency (LDA).


There are three aspects of our Corporate Governance. These are:

  1. Managerial Leadership - London Councils as host organisation manages the LCE in accordance with Communities and Local Government (CLG) guidance governing the establishment and funding of all regional centres of excellence.
  2. Political Leadership - This is delivered through the London Councils Leaders' Committee comprising the 33 London authorities, LFEPA and the MPA.
  3. Borough Involvement - The involvement and 'buy-in' of the London authorities is delivered through a Management Board comprising representatives from London Councils, the City of Westminster, the London Borough of Hammersmith & Fulham, the Chief Executives' London Committee ((CELC) in the chair), the Society of London Treasurers (SLT) and the GLA Group. The LCE Director advises the Management Board.

The purpose of this website is to ensure that all senior stakeholders in the London region can:

  • Keep abreast with latest policy developments in relation to procurement and the efficiency agendas.

  • Find out about the latest cross public sector collaborative and exemplar projects in London and who to contact to get actively involved.

  • Communicate directly with the LCE and share information and knowledge with other London boroughs.

  • Access the latest resources and information regarding the improvement and efficiency agenda.

We do not intend to replicate the work of other organisations working on this agenda and have provided a useful links section for ease of reference.
