Pilot for Pan London Use of ROI Model

The London Centre of Excellence recently merged with London's improvement body - Capital Ambition - and London Connects, to form London's Improvement and Efficiency Partnership (IEP). The new organisation retains the name Capital Ambition, and is responsible for all former LCE projects.

A website is being created for the new Capital Ambition, but in the meantime this site continues to be updated with all the latest information on this project, as well as important legacy documents. 

In partnership with LB Brent, RSe Consulting have created an online tool for analysing return on investment for any project, including:

· costs
· financial and qualitative benefits
· risks
· impact on staff capacity.

The tool has been piloted by three London boroughs, Brent, Westminster and Lambeth; in the area of services for people with learning disabilities. These are now complete and a report on the success of the tool has been produced.

LB Brent has commissioned consultants Mouchel to provide an independent evaluation of the ROI tool. This evaluation sits within the context of a larger project, which has received funding and other support from the London Centre of Excellence.

The overall project aims to:

  • evaluate the potential for use of the ROI model across London
  • demonstrate the value of using the ROI model to assess the costs and benefits of projects within Learning Disabilities services
  • increase understanding of how to use the ROI model.

Background

In December 2006, the LCE Management Board approved funding to carry out a feasibility study into the suitability for wider rollout of the ROI model to London boroughs. LB Brent is the lead authority for this study.

The objectives for this study include:

Prove the practical ongoing uses of the ROI model to London boroughs.
The overall objective of this project is to evaluate the use of the ROI model as a practical tool for London boroughs to use that will consistently help them to develop their internal services, both by evaluating their own projects and by learning from other Councils.

Assist Council procurement decisions and discussions with suppliers.
Using the ROI model to inform these processes will enable London boroughs to get exactly what they need from their negotiations with suppliers.

Give London Boroughs the capacity to make better decisions informed by better data.
  
With multiple boroughs across the region using the ROI model, when an authority begins to evaluate a project, there will be a ready-made data resource for them to access to assist in their assumptions.

Develop Return on Investment studies for between six and eight projects.
Not only will this project test the model, in the course of doing so it will produce a number of useful ROI models which can be shared with other London boroughs. These models will provide useful benchmarking data for authorities in a number of key (and complex) service areas, mainly in adult social care.

Lay the foundations for regional partnership working to deliver efficiency savings.
This project hopes to be an important starting point for London boroughs to work more closely together with a common set of assumptions on how they can get the most from their investments or improve services effectively. This will lay an important foundation stone for a more efficient environment and ‘shared services’ culture for the region by having Councils work in a more standardised way

Build capacity amongst Council staff across the region.
Using the ROI model builds the capacity of officers to evaluate potential projects in terms of costs versus benefits and efficiency savings. The increased capacity and skills sets from using the ROI model across the region will make London the most advanced region in the country for identifying and realising return on investment from projects it undertakes, as well as sharing the experiences and learnings of more proactive authorities with those who are not at the same level.
