Procurement Performance Measurement

Few organisations understand how or what to measure in procurement. The result is that either nothing happens or effort is wasted on measuring operational data (e.g. number of orders placed) which conveys nothing about the contribution that the profession is making to the efficiency and service improvement agenda. This paper sets out a small number of measures that most Boroughs believe should be used in London and which are capable of being rolled out anywhere in the UK.
