Leveraging ICT Hardware Expenditure

ICT expenditure accounts for at least £151m per annum across London boroughs, with much more hidden under headings such as outsourcing.

Detailed work (spearheaded by the LCE) has started to put the market under the spotlight, as we believe that it is one of several areas ripe for a concerted drive for both cashable savings and efficiency gains. Sharing information, using e-auctions and exploiting commercial leverage through contract alignment are some of the common ways this can be achieved.

However, much more can be done through techniques such as, tighter specifications, bid clarification, direct negotiation and countering market conditioning activities. The LCE has produced another pan–London strategy on leveraging ICT hardware. We are also working with Office of Government Commerce (OGC) and others to promote it to a wider audience.
