Action Plan Self Assessment Returns 2008

The LCE Local Government Energy Procurement Action Plan is helping public sector organisations to identify and manage key issues in energy procurement, enabling organisations to achieve value for money and improve their energy management.

For example, the Action Plan calls for organisations to use robust risk strategies to ensure responsible energy procurement and applying energy management tools such as automated meter reading and e-billing.

Originally designed for use across London local government, the Action Plan is being applied in organisations across London public sector and has received interest from across the UK.

Now in its second year, 25 organisations have completed and returned the Self Assessment part of the Action Plan to date, which helps organisations know where they stand in relation to best practice.

Like last year, these returns will allow the project team to identify the areas of need across London, and target resource accordingly.

Thank you to all those organisations who have returned Self Assessments.

The results of the Self Assessment show that there has been steady improvement across London since 2006 and 2007.

The average scores for March 2007 and March 2008 for each part of the Self Assessment are shown below (scale = 0-4):

2007

2008

Section 1: Data Quality 3.15 3.34
Section 2: Procurement 2.47 2.65
Section 3: Financial Management 2.40 2.59
Section 4: Monitoring & targeting 2.97 3.27
Section 5: Performance Indicators 1.55 1.75

The lowest scoring actions continue to be around automated meter reading and financial management, and the project team will continue to support public sector bodies in these areas, building on the success of the workshops held in July and November of last year.

Next steps for your organisation

Each organisation that has completed a Self Assessment has identified where they believe further improvement is needed. These improvements will help each organisation to better manage their energy, both in terms of carbon and costs.

The project recommends that you use your Self Assessment to hold a meeting with the key people you identified in the Action Plan (Project Sponsor, Procurement Manager, Energy Manager and Implementation Manager) to agree your next actions, how you will target resource and what external support you will seek to enable this.
