Pan Government Energy Project

The LCE Energy Project is working closely with the Office of Government Commerce (OGC) and Ministry of Defence (MOD) on a UK-wide transformation of energy procurement across the public sector, involving all of central and local government.

Launched in June 2007, the Pan Government Energy Project was established following the publication of "Transforming Government Procurement" by the Treasury in January 2007.

Energy spend across the public sector is approximately £3.25bn, with in excess of 250 OJEUs issued over a two year period. The project aims to maximise spend efficiency and to rationalise the number of OJEUs issued.

The Pan Government Energy Project has established a number of workstreams to progress the collaborative work. An Energy Category Strategy Plan was issued in January 2008, identifying savings of £300 million by financial year 2010/11 mainly through volume aggregation, improved ways of contracting and energy efficiency. The project has now moved into the implementation phase and the implementation programme comprises eight projects around: risk management, sustainability, aggregation, supply chain development, standard terms and conditions, competitive dialogue, emissions trading and communications.

LCE Energy Project involvement
The Pan Government Energy Project is using the LCE Energy Project's experience and knowledge to help build and implement the project. The LCE Energy Project is an integral part of this team with representation at both the working and governance levels of the project.

In particular, it is planned to roll out the Local Government Energy Procurement Action Plan across the UK, following its success in London.

  • Department for Business, Enterprise and Regulatory Reform (BERR)
  • Department for Communities and Local Government (DCLG)
  • Department for Children, Schools and Families(DCSF)
  • HM Revenue and Customs (HMRC).

Membership will continue to expand as others join the project.
