LCE Evaluations of Central Purchasing Bodies

Following the publication of the LCE Statement of Requirements in December 2007, the project has been evaluating 3 central purchasing bodies that provide professional energy buying services to London.

The purpose was to assess their capability and capacity to meet the Statement of Requirements and to identify where further improvements would be beneficial. The evaluations were non-competitive, as we wanted to develop long-term, collaborative relationships with the Professional Buying Organisations (PBOs) and also retain choice for the customer.

The PBOs were evaluated against the evaluation criteria in the Statement of Requirements by an independent customer panel formed by the following bodies:

  • Office of Government Commerce
  • London Boroughs
  • London universities
  • Metropolitan Police
  • London Fire
  • Transport for London
  • Capital Ambition

The evaluation results were presented to the LCE Energy Project, who are pleased to issue the following advice:

London public sector bodies should seek to use the following contracts:
  • LASER flexible contracts alpha, beta, gamma (not the fixed contracts)
  • OGC buying solutions flexible contracts basket 1 and basket 2
