Energy Procurement Model and Specification

Introduction

The LCE Project Board commissioned a feasibility study on the benefits of aggregating energy requirements within the London public sector. After being reviewed by the Project Board and the Society of London Treasurers, the final report was signed off in September 2007. The report identified the forward strategy to be adopted and quantified potential efficiency savings.

In order to realise the savings identified in the report, the project team has identified a preferred energy procurement model for buying energy in the public sector.  In addition, the project team has developed a statement of requirements that will be put to potential procurement service providers.

Consultation with authorities

A consultation event was held on 19th September 2007 to give authorities the chance to discuss and comment on the proposed models and specifications.  It was attended by representatives of 25 London boroughs and representatives from the OGC, West Midlands Centre of Excellence, South East Centre of Excellence, TfL, the GLA, NHS PASA, the London Universities Purchasing Consortium and the London Fire and Emergency Planning Authority.

The event provided authorities with:

  • the opportunity to clarify their understanding of the preferred procurement model
  • facilitated workshops to discuss the draft statement of requirements
  • the opportunity to provide feedback on the documents
     

Following a further period of consultation and feedback, the Specification of Requirements was approved by the Project Board in December 2007.
