The Local Government Energy Procurement Action Plan was published in response to a review of local authority energy procurement practices.
The action plan can help your authority to identify and manage the key areas that enable effective and efficient energy procurement. It can help identify areas of opportunity for improvement and form the basis of a review of your energy procurement strategy.
It is estimated that individual authorities can make up to 10% efficiency savings on their energy spend by implementing all areas of the action plan.
Successes from 2007-8
The project team has used the results of the 2006 and 2007 self assessments to help determine what support might be needed by authorities to assist them in implementing the actions in the plan. This has included running workshops on key issues in energy management such as Automated Meter Reading (AMR) in July 2007, and Financial Energy Management in November 2007.
The action plan has also contributed to the development of an Energy Procurement Model and a Specification of Requirements in consultation with local authorities, to show the market what authorities expect from energy purchasing organisations.
The project is working closely with the Office of Government Commerce on a UK wide review of energy procurement across the public sector, involving all of central and local government.
Self assessment
Like last year, we are recommending that authorities complete a self assessment of their status as at the end of March 2008. Primarily, this can be used by your authority to identify the areas requiring improvement. It will also help you to measure your progress over 2007-8.
Please note: the self assessment will not be used to create league tables, but rather to identify areas in need of further support and to assess progress across London.
A workshop was held in London on 28th April 2008 to guide authorities through completing the self assessment and to provided an update on the project.
