The Electronic Knowledge Exchange

Overview
Development is underway of a database to enable the sharing of information between London authorities about their use of temporary workers.  This database will:

  • share cost information about selected roles (workers’ pay and agency commissions)
  • record numbers of hours worked for particular roles

This will enable:

  • benchmarking of cost and use of agency workers between boroughs
  • trend analysis of cost and use of agency workers to be undertaken over time

Progress
A system developer was appointed in August to build the database, and a User Group comprised human resources and procurement representatives from nine London boroughs and the Metropolitan Police Service has had meetings to agree the job categories on which data will be collected, and the data to be collected.

Managed services providing both master vendor and vendor neutral managed services to London boroughs have been approached and made aware of the system's development.  It is intended that upload of data to the Electronic Knowledge Exchange will become an additional service they are able to provide at the request of each authority. 

Data Collection
It is intended data will automatically upload to the system direct from managed service provider systems on a monthly basis.  Data held in the Electronic Knowledge Exchange will not be on individual workers, but amalgamated information on specific 'roles' defined by the User Group.
