Collaboration Opportunities

In the course of undertaking research into the London-wide use of agency staff, a number of opportunities for achievement of further savings through collaboration were identified.

Electronic Knowledge Exchange
Development is underway of a database to enable the sharing of information between London boroughs about their use of temporary workers.  This database will:

  • share cost information about selected roles (workers’ pay and agency commissions)
  • record numbers of workers engaged in particular roles

This will enable:

  • benchmarking of cost and use of agency workers between boroughs
  • trend analysis of cost and use of agency workers to undertaken over time


Open Contracts
There are already a number of contracts for the engagement of agency workers which have been let via the London Contracts and Supplies Group (LCSG).  Each contract is the result of a procurement exercise undertaken by a local authority and can be accessed by other member organisations of the LCSG via an access agreement.

London-Wide Pool of Staff
Consideration is being given to the feasibility of creating a bank of temporary workers for the London region.  Establishment of a bank of workers could reduce costs further, as well as provide more detailed information about the temporary workforce.

Shared Documentation
The management and procurement of agency staff and managed services will involve the production of specifications, new policies and protocols.  The purpose of these documents, and much of their content, will be similar for each organisation and therefore sharing documents presents a further opportunity for collaboration.
